WHY IS IT RELEVANT?

Relevant to maintenance painting and areas where abrasive blast-cleaning is impractical or not specified. Do not equate hand/power-tool preparation with abrasive blast-cleaning preparation grades.

KEY INSPECTION CONSIDERATIONS

ISO 8504-3 addresses hand-tool and power-tool cleaning of steel substrates before application of paints and related products. These methods can be used on new steelwork and during maintenance where existing coatings have broken down or require local preparation. The effectiveness of the preparation depends on the tool, surface condition, accessibility and required final surface condition. Hand- and power-tool cleaning should be assessed against the preparation requirement specified for the project rather than against the assumption that use of a particular tool automatically produces an acceptable surface.

WHAT THE STANDARD SHOULD NOT BE USED TO ASSUME

Hand- or power-tool cleaning should not automatically be considered equivalent to abrasive blast cleaning. The different preparation methods can produce significantly different surface conditions and profiles. Removal of loose rust or coating does not by itself establish that the substrate meets all requirements for subsequent coating application. Surface contamination, remaining coating edges, surface profile and the condition of exposed steel may require additional inspection depending on the project requirements.

PRACTICAL INSPECTION APPLICATION

ISO 8504-3 is particularly relevant to maintenance coating work, localised repairs and locations where abrasive blast cleaning is impractical or not permitted. Inspectors should assess whether the specified preparation method has been used appropriately and whether the resulting surface satisfies the specified preparation requirement. Attention should also be given to transitions between retained coating and prepared steel, inaccessible areas and other locations where adequate preparation can be difficult to achieve.
